OPEN
Open a text file.
The default is READ access.

Format
Open expr as NAME-TAG [/Qualifiers ...]
exprName of the file to open.
NAME-TAGName tag for the file within the program. Use the name tag to refer to the file in subsequent statements, such as READ, WRITE, CLOSE, etc.

Qualifiers
 /AppendOpen for append access.
If the file does not exist, it is created.
 /Default_filename=def_filenameUse 'def_filename' as the default file specification.
/Fail=LABELLabel to which to branch if the statement fails.
If LABEL is %EXIT, exit the routine or loop.
If in a loop, and LABEL is %CONTINUE, continue the loop. If not in a loop, and LABEL is %CONTINUE, an error message displays.
 /Succeed=LABELLabel to which to branch if the statement succeeds.
If LABEL is %EXIT, exit the routine or loop. If in a loop, and LABEL is %CONTINUE, continue the loop. If not in a loop, and LABEL is %CONTINUE, an error message displays.
 /NofailDo not signal an error. Instead, set the
internal variable %FAIL.
 /WriteOpen for write access. A new file will be created.

 Open 'EMPLOYEE.LIS' as OUTPUT /Write
 Gosub PROCESSING
 Close OUTPUT
